New extra care scheme in Penarth starts to take shape
Penarth’s new £20m extra care scheme is starting to take shape, bringing 70 homes for the over 55s in the Vale of Glamorgan a step closer.

Wales & West Housing welcomed guests from the Vale of Glamorgan Council and Cardiff and Vale Regional Partnership Board to see how construction is progressing for Hafan Y Dderwen.
Work to build the extra care facility started in September 2024 at Myrtle Close in Penarth and is due to complete next year, led by principal contractor Hale Group.
Hafan Y Dderwen will be Wales & West Housing’s first extra care scheme in South Wales and provide residents with the opportunity to live independently in their own homes.
The project received significant funding from Welsh Government and has been realised following close partnership working between Wales & West Housing and the Vale of Glamorgan Council.
Jon Harvey, Head of Development in South Wales for Wales & West Housing, said: “This is a really exciting development, not just for us but for the Vale of Glamorgan area. We are pleased to be working with the local authority to deliver the scheme, and it was great to show everyone the work which has been completed so far.”
Cllr Sandra Perkes, Vale of Glamorgan Council Cabinet Member for Public Sector Housing and Tenant Engagement, said: “It’s fantastic to see the progress being made on this development as the building starts to take shape.
“It will provide much-needed affordable accommodation for older persons in Penarth and is a fine example of what can be achieved through effective partnership working by the Council, local social landlords, and other public sector organisations.
“The scheme is designed not only to provide comprehensive direct support for its tenants but an important resource in the wider community.
“Developments such as this represent a significant step in meeting the needs of this group.”
Facilities at Penarth extra care will include an on-site restaurant, lounge areas, mobility scooter storage and a dementia-friendly courtyard garden.
It is built out of timber, minimising carbon footprint, and has been designed with energy-efficiency in mind, with the aim of minimising residents’ heating and hot water bills.
Hafan Y Dderwen will be for over 55s and priority for homes will be given to people who live in the Vale of Glamorgan or who have a connection to the area.
