Our Board of management

​The day to day running of Wales & West Housing is the responsibility of the Chief Executive, supported by the Deputy Chief Executive / Commercial Director, Operations Director and Finance Director.

Our Board of Management agree major decisions, such as those involving policy or strategic direction. Each member serves a three year term. 

Almost anyone who is interested in Wales & West Housing can become a shareholder and Shareholding Board members are elected from WWH shareholders at the Annual General Meeting.

Residents are able to become Resident Board members and currently they are elected by our residents.

Kathy Smart - Chair of the Board, Wales & West Housing

Kathy joined the Board in 2004. She has been involved in charity work for many years and has an MSc in Entrepreneurship and Business from the University of Glamorgan. She is also involved in amateur dramatics. Kathy is married with two children and lives in the Vale of Glamorgan.

  


Sharon Lee - Vice Chair, Shareholding Board member and Lead member for Property Services
Sharon joined the Board in April 2011. She has worked in housing since 1995 and has worked at a senior level for housing associations in England and Wales.
Sharon has a BSc in Politics and Modern History and a post graduate diploma in Housing. She is a trustee of a charitable organisation in Bridgend involved in community issues and works part-time for a national housing charity which campaigns for decent affordable housing.
Sharon also represents the Association on the Boards of Care & Repair Bridgend and Slocombe Cottages for the Aged and Infirm.
 

 

 


 Neal O'Leary - Shareholding Board member

Neal has been involved with WWH since 1997, having been initially appointed as a shareholding member of the Probity & Audit Committee. He was elected to the Board in 2009.

Neal has an honours degree in building surveying and is a registered chartered surveyor (MRICS). He has worked within a public sector environment since leaving school, sixteen years of which were in a social housing environment. He currently works for the Welsh Government as Head of Conservation for CADW.

 

Winnie Davies - Shareholding Board member and member of Probity & Audit committee

Winnie joined the Board in February 2006. She previously worked as a Tenant Inspection Advisor for the Audit Commission and lives in the Vale of Glamorgan.

Winnie is a member of the Board of Slocombe Cottages for the Aged and Infirm and is an active member of the Vale Housing Federation, the Vale Scrutiny Committee, and Crossroads Care. 

 


David Davies - Resident Board member and member of Probity & Audit committee

David was re-elected to the Board in 2013, having already served 6 years as a Resident Board Member.

David lives in Merthyr Tydfil and is also presently on the Board of TPAS as an executive of Welsh Tenants and Treasurer of Care & Repair Merthyr Tydfil.

 


 

John Williams - Resident Board member and Lead member for Housing

John became a shareholder in 1995. Since that time he has been actively involved with the Residents Forum and has represented the Association on various panels and committees. John is actively involved in resident participation in the Wrexham area where he lives and was first appointed to the Board as a Resident Board member in 2004.

 John is also the Association's representative for the Care & Repair Agency, Flint.

 

 

Rachel Fleri - Shareholding Board member and Chair of Probity & Audit Committee

Rachel was elected to the Board in 2012, after being involved with Wales & West Housing for over 5 years, initially as a shareholding member of the Probity and Audit Committee. Rachel has a degree in marine biology and went on to teach biology and science to secondary school students. In 2001 Rachel set up her own security business which means that she also brings strong commercially aware skills to add to the expertise of the Board.

Jemma Bere - Resident Board member and member of Probity & Audit Committee

Jemma Bere, a WWH resident since 2008 and co-opted as a Resident Board Member in May 2014, was elected to the Board in May 2015. She currently works as the Policy & Research Manager at Keep Wales Tidy. Previous roles have included CREW Regeneration Wales and the Valleys Regional Park. She has experience of social, economic and environmental development across South Wales. She has knowledge of public sector policy, strategy and legislation and was previously a trustee with her local Women’s Aid Group and Refuge. Jemma runs a local community group in Brecon and has a background in sustainable development.

 

John McPeake - Shareholding Board member and Lead member for Development

John McPeake was co-opted to the Board in January 2014 and elected as a Shareholding Board member in 2015. Previously the Chief Executive of Northern Ireland Housing Executive (NIHE), John brings a wealth of experience with him. He is a Board Member with the Northern Ireland Federation of Housing Associations and the UK’s representative on the International Federation for Housing and Planning on their Governing Council. John has a PhD in Urban Regeneration and Economic Studies and an MSc in Town & Country Planning.

 

 


 Paul Wilkinson – Shareholding Board member and Lead member for Finance

Paul Wilkinson was co-opted to the Board in April 2014 and elected as a Shareholding Board member in 2015. As Head of Client Services & TA with Legal & General Investments, Paul offers knowledge of investment funding and financial services generally. As well as experience with Credit Unions, Paul is a member of Legal & General’s Funds Governance Committee as well as holding a Non-Exec Board position within the Financial Services industry.

 

Sarah Porter - Shareholding Board member and member of Probity & Audit Committee

Sarah was co-opted to the Probity & Audit Committee in May 2014 and elected to the Board in 2015. She is an accredited mental health panel lawyer and qualified solicitor with experience in landlord and tenancy law, contract and property disputes and representing clients in court and tribunals as well as mediation experience.

 

 




Ole Constantine - Resident Board member

Ole has been a WWH resident for over 17 years. He became a shareholder in 2014 and was elected to the Board in May 2015. He is ex-RAF, having served over 22 years in the branch of HR. More recently he has been involved in resident participation groups and provided volunteer services for the Association in digital inclusion for the residents at Nant y Mor and Sydney Hall Court.

Ian Fraser - Board co-optee June 2015

Ian is a recently retired Head of Housing and Commissioning in a partner local authority.  He has worked in the housing sector since 1989 at strategic and operational levels and was a key member in the formation and development of the Powys Social Grant Forum and Affordable Housing Partnership as well as being chair of the multi-agency Powys Welfare Reform Stakeholder Group.

 



Mark Glinwood - Board co-optee June 2015

Mark has provided HR consultancy services to a wide range of organisations, primarily public and voluntary sectors for over 15 years.  As well as Human Resources, Mark brings a wealth of experience in Governance (Risk Management) and Leadership Development as well as skills and experience in housing, health and policing.

 



Ruth Eley - Board co-optee June 2015

Ruth has over 40 years’ experience in working in the health & social care sectors with all adult groups but most recently with older people with dementia. As a retired Deputy Director with Liverpool City Council Ruth has experience in working at Board and Officer levels as well as being a trustee/non-executive director in Parkhaven Trust & The Live Story Network.
