Our Board of management

​The day to day running of Wales & West Housing is the responsibility of the Chief Executive, supported by the Deputy Chief Executive / Commercial Director, Operations Director and Finance Director.

Our Board of Management agree major decisions, such as those involving policy or strategic direction. Each member serves a three year term. 

Almost anyone who is interested in Wales & West Housing can become a shareholder and Shareholding Board members are elected from WWH shareholders at the Annual General Meeting.

Residents are able to become Resident Board members and currently they are elected by our residents.

Board member profiles

 

 Kathy Smart - Chair of the Board, Wales & West Housing

Kathy joined the Board in 2004. She has been involved in charity work for many years and has an MSc in Entrepreneurship and Business from the University of Glamorgan. She is also involved in amateur dramatics. Kathy is married with two children and lives in the Vale of Glamorgan.

 

     

Alex Ashton - Vice Chair, Shareholding Board member and Lead Member for Finance

Alex joined the Board in 2005. He is currently Pastor of a local church and has over 10 years' experience working in a local authority Benefits section. Alex has an MBA from Cardiff University and knowledge of charitable law and business development. Alex is also Lead member for finance.

  

 

Ivor Gittens - Shareholding Board member and Lead member for support services

Ivor joined the Board in 1994. Now retired from his career as an Instructional Officer in the Royal Air Force, Ivor continues as a voluntary Member and is also WWH's representative on Slocombe Cottages for the Aged and Infirm. Ivor is involved with various voluntary organisations as well as being a member of the following organisations:

• Member of the Independent Monitoring Board at Parc Prison, Bridgend

• Chair of Governors of Mount Stuart Primary School, Butetown, Cardiff

• Governor of Ninian Park Primary School, Grangetown, Cardiff

    

 

Neal O'Leary - Shareholding Board member and Lead member for development

Neal has been involved with WWH for just over three years, having been initially appointed as a shareholding member of the Probity & Audit Committee. He was elected to the Board in 2009.

Neal has an honours degree in building surveying and is a registered chartered surveyor (MRICS). He has worked within a public sector environment since leaving school, sixteen years of which were in a social housing environment. He currently works for the Welsh Government as Head of Conservation for CADW.

   

Winnie Davies - Shareholding Board member and member of Probity & Audit committee

Winnie joined the Board in February 2006. She previously worked as a Tenant Inspection Advisor for the Audit Commission and lives in the Vale of Glamorgan.

Winnie is a member of the Board of Slocombe Cottages for the Aged and Infirm and is an active member of the Vale Housing Federation, the Vale Scrutiny Committee, and Crossroads Care.

David Davies - Resident Board member and member of Probity & Audit committee

David was re-elected to the Board in 2013, having already served 6 years as a Resident Board Member.

David lives in Merthyr Tydfil and is also presently on the Board of TPAS as an executive of Welsh Tenants and Treasurer of Care & Repair Merthyr Tydfil.

John Williams - Resident Board member and Lead member for property services

John became a shareholder in 1995. Since that time he has been actively involved with the Residents Forum and has represented the Association on various panels and committees. John is actively involved in resident participation in the Wrexham area where he lives and was first appointed to the Board as a Resident Board member in 2004 and was re-elected on 30 April 2009.

Sharon Lee - Shareholding Board member

Sharon joined the Board in April 2011. She has 14 years’ experience of housing management and customer service and has worked at a senior level for housing associations in England and Wales.

Sharon has a BSc in Politics and Modern History and a post graduate diploma in Housing. She is a trustee of a charitable organisation in Bridgend involved in community issues and works part-time for a national housing charity which campaigns for decent affordable housing.

  

Rachel Fleri - Shareholding Board member and Chair of Probity & Audit Committee

Rachel was elected to the Board in 2012, after being involved with Wales & West for over 5 years, initially as a shareholding member of the Probity and Audit Committee. Rachel has a degree in marine biology and went on to teach biology and science to secondary school students. In 2001 Rachel set up her own security business which means that she also brings strong commercially aware skills to add to the expertise of the Board.

James Rides - Resident Board member and Lead member for Housing

James was elected to the Board at the AGM in 2013. James has been a wwh resident since 2001. He has a housing degree and previously served both as a Resident Board Member and a Tenant Advisory Panel Member for South East Wales. James is keen to help contribute to our landlord services and help formulate policies and get involved in decision making.

Emma del Torto - Shareholding Board member and member of Probity & Audit committee

Emma was appointed to the Board in 2013. A qualified solicitor, with more than 15 years’ experience, she is also the MD of a small business, Emma believes that her professional skills will add to the existing skills of the Board at WWH. 

Emma is also looking forward to learning more about the housing sector as well as increasing her skills and knowledge of corporate governance issues and board membership generally.

    

 

John McPeake - Board Co-optee

John McPeake was co-opted to the Board in January 2014. Chief Executive of Northern Ireland Housing Executive (NIHE), John brings a wealth of experience with him. He is a Board Member with the Northern Ireland Federation of Housing Associations and the UK’s representative on the International Federation for Housing and Planning on their Governing Council. John has a PhD in Urban Regeneration and Economic Studies and an MSc in Town & Country Planning.

 

 Paul Wilkinson – Board Co-optee and member of Probity & Audit Committee

Paul Wilkinson was co-opted to the Board in April 2014. As Head of Client Services & TA with Legal & General Investments, Paul offers knowledge of investment funding and financial services generally. As well as experience with Credit Unions, Paul is a member of Legal & General’s Funds Governance Committee as well as holding an Non-Exec board position within the Financial Services industry.

 
 

Jemma Bere - Resident Board member

Jemma Bere, a WWH resident since 2008, became a Resident Board Member in May 2014.  She currently works with CREW Regeneration Wales, an organisation that promotes sustainable regeneration.  She has knowledge of public sector policy, strategy and legislation and was previously a trustee with her local Women’s Aid Group and Refuge.   Jemma runs a local community group in Brecon which utilises local green space to encourage more community involvement.  Jemma’s background in sustainable development and training in conflict resolution and mediation has helped her in her work with disadvantaged groups across inner-city regions in Northern England over the past 5 years and she also has experience of social, economic and environmental development across South Wales, particularly the Valleys.
