Our Board of management

The day to day running of Wales & West Housing is the responsibility of the Chief Executive, supported by the Deputy Chief Executive / Commercial Director, Operations Director and Finance Director.

Our Board of Management set the strategic direction for the Association and agree major decisions, such as those involving policy. The Board are ultimately responsible for the performance of the organisation setting the objectives and agreeing the business plan for the future taking account of the risks faced. Each member serves a three-year term up to a maximum of nine consecutive years.

Almost anyone who is interested in Wales & West Housing can become a shareholder of the Association. The Board of Management is elected from shareholders and therefore anyone considering applying to be a shareholder must have the skills, experience and be willing to stand as a Board member.

The Board approves the applications of prospective shareholders and seeks to attract people who represent the communities served by the Association.

Board member profiles

Sharon Lee - Chair, Shareholding Board member

Sharon joined the Board in April 2011. She has worked in housing since 1995 and has worked at a senior level for housing associations in England and Wales.

Sharon has a BSc in Politics and Modern History and a post graduate diploma in Housing. She is a trustee of a charitable organisation in Bridgend involved in community issues and is the Director of Housing Justice Cymru .
Sharon also represents the Association on the Board of Slocombe Cottages for the Aged and Infirm.



John Williams - Vice Chair - Resident Board member and Lead member for Operations

John became a shareholder in 1995. Since that time he has been actively involved with the Residents Forum and has represented the Association on various panels and committees. John is actively involved in resident participation in the Wrexham area where he lives and was first appointed to the Board as a Resident Board member in 2004.


 Kathy Smart - Shareholding Board member

Kathy was re-elected to the Board in June 2017. She has been involved in charity work for many years and has an MSc in Entrepreneurship and Business from the University of Glamorgan. She is also involved in amateur dramatics. Kathy is married with two children and lives in the Vale of Glamorgan.




Rachel Fleri - Shareholding Board member

Rachel was elected to the Board in 2012, after being involved with Wales & West Housing for over 5 years, initially as a shareholding member of the Probity and Audit Committee. Rachel has a degree in marine biology and went on to teach biology and science to secondary school students. In 2001 Rachel set up her own security business which means that she also brings strong commercially aware skills to add to the expertise of the Board.



Jemma Bere - Resident Board member

Jemma Bere, a WWH resident since 2008 and co-opted as a Resident Board Member in May 2014, was elected to the Board in May 2015. She currently works as the Policy & Research Manager at Keep Wales Tidy. Previous roles have included CREW Regeneration Wales and the Valleys Regional Park. She has experience of social, economic and environmental development across South Wales. She has knowledge of public sector policy, strategy and legislation and was previously a trustee with her local Women’s Aid Group and Refuge. Jemma runs a local community group in Brecon and has a background in sustainable development.


John McPeake - Shareholding Board member and Chair of Probity and Audit Committee

John McPeake was co-opted to the Board in January 2014 and elected as a Shareholding Board member in 2015. Previously the Chief Executive of Northern Ireland Housing Executive (NIHE), John brings a wealth of experience with him. He is a Board Member with the Northern Ireland Federation of Housing Associations and the UK’s representative on the International Federation for Housing and Planning on their Governing Council. John has a PhD in Urban Regeneration and Economic Studies and an MSc in Town & Country Planning.




Paul Wilkinson – Shareholding Board member and Lead member for Finance

Paul Wilkinson was co-opted to the Board in April 2014 and elected as a Shareholding Board member in 2015. As Head of Client Services & TA with Legal & General Investments, Paul offers knowledge of investment funding and financial services generally. As well as experience with Credit Unions, Paul is a member of Legal & General’s Funds Governance Committee as well as holding a Non-Exec Board position within the Financial Services industry.


Sarah Porter - Shareholding Board member

Sarah was co-opted to the Probity & Audit Committee in May 2014 and elected to the Board in 2015. She is an accredited mental health panel lawyer and qualified solicitor with experience in landlord and tenancy law, contract and property disputes and representing clients in court and tribunals as well as mediation experience.



Ole Constantine - Resident Board member and member of Probity & Audit Committee

Ole has been a WWH resident for over 17 years. He became a shareholder in 2014 and was elected to the Board in May 2015. He is ex-RAF, having served over 22 years in the branch of HR. More recently he has been involved in resident participation groups and provided volunteer services for the Association in digital inclusion for the residents at Nant y Mor and Sydney Hall Court.

Ian Fraser - Board co-optee

Ian is a retired Head of Housing and Commissioning in a partner local authority. He has worked in the housing sector since 1989 at strategic and operational levels and was a key member in the formation and development of the Powys Social Grant Forum and Affordable Housing Partnership as well as being chair of the multi-agency Powys Welfare Reform Stakeholder Group.


Mark Glinwood - Board co-optee

Mark has provided HR consultancy services to a wide range of organisations, primarily public and voluntary sectors for over 15 years.  As well as Human Resources, Mark brings a wealth of experience in Governance (Risk Management) and Leadership Development as well as skills and experience in housing, health and policing.


Ruth Eley - Shareholding Board Member and member of the Probity & Audit committee

Ruth was co-opted to the Board in 2015 and elected in 2016.

Ruth has over 40 years’ experience in working in the health & social care sectors with all adult groups but most recently with older people with dementia. As a retired Deputy Director with Liverpool City Council Ruth has experience in working at Board and Officer levels as well as being a trustee/non-executive director in Parkhaven Trust & The Live Story Network.


Alex Ashton – Shareholding Board member and Lead member for Development

Alex has a long standing involvement with the Association since his ‘casual’ appointment in 2005 and subsequent election to the Board in 2006. Following completion of his 3 x 3yr consecutive term in 2015 he stood down and after the required 1yr break, put himself forward again and was successful in re-election to the Board in May 2016. Alex is currently Pastor of a local church and has over ten years’ experience working in a local authority Benefits section.  Alex has an MBA from Cardiff University and knowledge of charitable law and business development.

Heather Christan – Resident Board member

Heather, a WWH resident since 2005 was elected to the Board in May 2016. She is a retired scheme manager with over 12 years’ experience covering rented and leasehold developments in Cardiff and has been a member of the Resident Participation Group for over 3yrs. Heather is actively involved in a wide range of housing matters and is keen to use this, together her experience as both a resident and former employee to support her in her new Board member role.




​Kevin Taylor - Board Co-optee

Kevin was co-opted to the Board in September 2016.

Kevin is a qualified accountant with over 40 years' extensive experience.  He has knowledge of tax and employment law and is also involved with volunteer work with a Cardigan-based charity and social enterprise.  He lives in Pembrokeshire and is currently learning Welsh.
